I.Interim Regulations on the Administration of Overseas Students

1. Registration and Admission

(1) Newly arrived overseas students, with the strength of their passports, notices of admission, JW-202 (or JW-201) forms, are required to get registered at the University before the pronounced deadline. Those who fail to meet with the deadline because of specific reasons shall provide written statements requesting the permissions of postponement, and the durations of such postponement shall be in general no longer than 2 weeks. Students who fail to abide by this provision shall be deprived of their rights to get registered in the University.

(2) Newly registered overseas students are required to go through physical examinations upon their arrivals. Those who did have such examinations at home shall provide the original test reports for re-confirmation. Students who are proved not up to the physical standards of admission through such examinations are required to withdraw from the University.

(3) At the beginning of every semester, overseas students shall re-affirm their registration at the Center of International Studies (CIS) and/or the departments concerned at the prescribed dates. Students who fail to ensure their arrivals at such prescribed dates because of specific reasons are required to go through the procedures for leave and therefore win approval from the Center and/or the departments concerned. Students who fail to register within two weeks without the permission are considered voluntary withdrawal from the University.

(4) Once admitted into the University, the newly registered overseas students are required to participate in orientation education and have careful studies of the Norms of Overseas Students to ensure that these rules and norms are earnestly observed in their later studies.

2. Examinations

(5) There are corresponding credit points for all the courses and academic programs designed by the University. Overseas students must win the required number of credits according to their respective majors. Every semester, overseas students are required to fulfill the examinations of all the compulsory and the elected courses, practical teaching activities (such as the practical courses, experimentations) in time. Only those who have passed the examinations will obtain the corresponding credits.

(6) These examinations are classified into two kinds: check-ups and tests. Results of tests are mainly decided by the final test, with consideration of regular academic performances. The one-hundred-point grading system is adopted in the test, those who win 60 points or above are considered qualified. For check-ups, either the 5-point grading system or the one-hundred-point grading system may be adopted. Final results from these tests or check-ups may fall into one of 5 groups: Excellent, Good, Fair, Pass, Fail. Results of examinations will enter into the academic report. Overseas students who are absent from the examinations without proper excuses are considered to neglect the examination, the result of which will be scored "zero". These students will not be allowed to take a make-up examination, and must re-study the particular course from the very beginning. The fees there from will be covered by the students themselves.

(7) students are required to strictly abide by the disciplines during each and every examination sessions. Cheating is prohibited and will result in the immediate termination of the examination, the result of which will be considered "zero". Similarly, it will enter into the academic report of the student in case. Once a student is found cheating during a particular examination, he is not allowed to take make-up examinations, and that particular course must be re-studied from the very beginning, and the student will receive a disciplinary punishment based on the seriousness of such an act.

(8) Examination papers are graded by teachers. The papers are kept by the colleges and/or department concerned, and are not allowed to be given back to the students. Students who have doubts about the accuracy of a test result should hand in a written report to the DICE or the office of the college or department for a re-check. Re-checks of examination results must follow prescribed procedures. Re-checks by the students themselves are not allowed.

(9) Home assignments of all courses must be completed independently. Students must observe the principle that he who cannot complete one third of the total home assignments of a course is not allowed to participate in the final examination of that particular course.

3. Class Attendance

(10) Overseas students shall earnestly fulfill all the designated academic activities and programs in time in exact accordance with the academic requirements of the University and the specific teaching schedules of their respective majors.

(11) Overseas students shall always bear in mind that they abide by all the disciplines and take classes with all their attention. Late comings, early leavings or leaving while the class is in session without the permission of the instructor shall not be permitted. During self-study sessions in classrooms, acts such as smoking, eating or noise-making shall be prohibited.

(12) Overseas students shall participate in all the regular academic activities designed by the University. In cases of illness, prior notices asking for leaves beforehand are needed. Absences without notices of leave or without the permissions of instructors shall be regarded as neglecting classes, and disciplinary punishments shall be given based on the seriousness of the actual case.

(13) Overseas students are entitled to take as the native Chinese students the public holidays ofChina, and winter and summer vacations prescribed by the University. Leaves are not given for holidays of their own respective countries unless the student(s) in case could forward such demands with legitimate reasons. In these cases, leaves of one or two days each will be granted with special approvals from the University.

4. Course Exemptions, Independent studies, Course Retakes (Re- examinations) and Examination Suspensions

(14) Course exemptions:

① Overseas students, except those who major in philosophy, politics and economics, may apply for exemptions from such courses as Politics and Political Theories.

② Courses that overseas students may exempt from are decided by the department or college concerned in accordance with their respective teaching schedules.

(15) Independent studies of particular courses

At the time when an elective course partially overlaps with other courses, overseas students are permitted, with permissions from the instructors, study parts of that particular course independently. Under such premises, students in case shall nevertheless complete all the required experiments, assignments there from, and shall be given the corresponding credits once they successfully pass the corresponding examinations.

(16) Retakes (re-exams) of particular courses

Overseas students, once they are in need of retaking a particular course, shall file written statements to the departments or colleges concerned to apply for such retakes. Such retakes of particular courses shall only be carried out under the unified arrangements of the departments or colleges concerned. In these cases, students shall attend the same course and take the same examinations with the students of the lower grade. The total numbers of hours devoted to such retakes shall not be less than the prescribed ones, and the fees thereof shall be covered by the students themselves.

(17) Overseas students of the 4-year program who failed to win the corresponding credits from the courses in the 7th and/or 8th semesters (those of a 5-year program in the 9th and/or 10th semesters) shall take the re-examinations in the 8th (or the 10th semester of the 5-year program) organized by the Office of Studies (graduation project designs and theses are not included), under the premises that they still retain the status as full time students of the University.

(18) Examination suspensions

Examination suspensions are in general not permitted without special reasons. Students who cannot take particular examinations in time because of sickness or other special reasons shall present written notices to the departments or colleges concerned to apply for examination suspensions, and this will come into effect only after winning approvals from the departments or colleges concerned. The suspended examinations should be taken at the same time with re-examinations, and the fees thereof are covered by the students themselves.

5. Suspensions, Resumptions and Withdrawals from schooling

(19) Overseas students shall suspend their studies and leave the University in any of the following cases:

① According to diagnostic statements from the University clinic, those who have to suspend their regular studies because of illness for 1/3 of a semester or over six weeks; and

② Those whose absences from their regular studies are longer than 1/3 of a semester or over six weeks.

Overseas students who apply for the suspension of schooling shall first of all get permissions from the departments or colleges concerned, and written reports shall be filed to the Office of Studies to obtain certificates of suspension from schooling and then be registered in the CIS. Overseas students in these cases shall leave the University on time and their round trip tickets shall be covered by the students themselves. During the periods of suspension from schooling, those students who study under a certain scholarship cease to enjoy the privilege. The longest periods of suspension from schooling shall be no more than one year

(20) Overseas students suspended from schooling shall apply for the resumption of schooling one month before the beginning of a semester; those who suspended from schooling because of illness shall present the diagnostic statements from hospitals that are subject to confirmations by the University clinic.

(21) Overseas students shall withdraw from schooling in any of the following cases:

① Those who failed to follow the procedures to resume after the period of suspension;

② Those who are not physically qualified for resuming schooling;

③ Those who are not up to the physical standards after examinations at designated hospitals ; and

④ Those whose absence from classes totaled 50 hours or more in one given semester.

6.Transfers of Schools and Transfers of Majors

(22) Overseas students, once enrolled, are in principle not permitted to change majors or transfer to other schools.

(23) Overseas students who intend to change majors or transfer to other schools with special considerations during their first two years of studies are required to submit letters of permission from their respective embassies inChinato CIS and get the permission from the CIS.

(24) Senior overseas students (those who are in their 3rd and 4th academic years of studies) are not permitted to change majors or transfer to other schools.

7. Graduation and Completion of Schooling

(25) Degree-seeking overseas students who have completed all the required courses in accordance with the teaching schedules within the designated periods of studies are conferred both graduation certificates and the relevant academic degrees. Those who are qualified for graduation but failed to meet with the required requisites for academic degrees are conferred graduation certificates only. Non-degree-seeking overseas students who have completed and passed the examinations of all the stipulated courses during the designated periods of studies are conferred certificates of completion of studies.

(26) Overseas students who have completed all the stipulated courses within the maximal periods of studies but failed to win the required number of credits, or those school-leavers, or those who are expelled from the University, are subject to a certain certificate of schooling issued by the University.

II.Annual Reviews of Chinese Government Scholarship Status and its Related Regulations

1.Beneficiaries

Those overseas students who have studied in the University for more than one academic year are subject to the annual reviews from their second academic year of studies.

2.Scopes of assessment

(1) Academic performances: academic achievements of their studies  in the first semester and their mid-term achievements in the second semester of a given academic year.

(2) Attitude towards studies: earnest observance of the disciplines with over 90% of attendance of the classes, keen devotions to their studies, and favorable comments from their instructors or supervisors.

(3) Behaviors and conducts: earnest observation of the laws and regulations of the government ofChinaand the norms and rules of the University, due respects to teachers, active participations in the University’s programs and proper cares of public properties.

(4) Rewards and punishments received during their stays in the University.

3. Scholarship students shall apply for and fill in the “Form for Annual Review of Chinese Government Scholarship Status” designed by Chinese Scholarship Council (CSC) at the beginning of April in every academic year.

The university will, in line with the requirements of the Chinese Scholarship Council and the detailed rules of the University, review the academic achievements, class attendances, attitudes towards studies, behaviors and conducts, rewards and punishments received of the scholarship student, and report the final assessments to CSC. CSC will form the final conclusions according to the final assessments provided, which will then be given to students by the University. Those who fail to meet with the standards will be suspended to receive the scholarship beginning from the next academic year, and the duration of suspension will last for one year. Overseas students who are suspended of their scholarship can, with the approval of the University, continue to study as self-financed student or ask for exemption of certain fees according to the regulations of the University upon applications of the students themselves. Overseas students who are suspended of the scholarship can apply for the regaining of the scholarship after the duration of suspension. After the approval of the university, the application will be reported to CSC for examination and approval

4.Overseas students shall not pass the annual review in any of the following cases:

(1) Those who pursue bachelor degree fail in the examinations of three courses or two main courses in one given semester and fail once again in the make-up examinations in the following semester;

(2) Those who pursue master degree fail in the examinations of two courses or one degree course in one given semester and fail once again in the make-up examinations in the following semester;

(3) Those who pursue doctor degree fail in the examination of one degree course in one given semester;

(4) Those who are considered unfit to continue their studies after mid-semester cheek-ups, or those who are proved to be not qualified for continuing their research work;

(5) Those who cheat in examinations;

(6) Those who are given disciplinary punishments of serious warning or above, or that of warning by the University for a total of 3 times;

(7) Those who must leave the University because of some specific reasons; and

(8) Those who refuse annual reviews without proper reasons. Scholarship of overseas students in any of the above situations shall be suspended.

III.Rules of Overseas Students in Classrooms

1.Classrooms are places of teaching and self-studying, they must be kept clean, quiet and in good order. Spitting, littering and/or scrawling on blackboards and walls are strictly forbidden.

2.Students shall be on time for classes, late-comings or early withdrawals from classes are not allowed.

3.Students shall take classes with full attention. While classes are in session, students should not chat or walk around. They must be properly dressed. Students shall put up their hands before asking questions and stand up while answering questions.

4.While classes are in session, visits from outsiders are not allowed.

5.Students shall take proper cares of all the facilities in classrooms. Those who cause damages shall have to bear the costs thereof.

6.Smoking is prohibited inside classrooms. Due attention shall be devoted to safety and fire-prevention.

IV.Rules of Overseas Students in Dormitories

1.Overseas students dormitories are under the unified management by the University. Students are not allowed to change their rooms or let them to others without permissions from the management

2.Post-graduate students and those of advanced levels that are granted scholarships by the government live in one single room each, every two bachelor degree students share a double room. Should there be enough rooms available, the University may allow bachelor degree students to live in one single room each, with the condition that the student pays the balance of a room -mate.

3.Upon their first entry into the rooms, overseas students shall check the furniture in the rooms to see if they are in conformity with those on the furniture list. If so, students shall sign their names and leave their deposits.

4.Overseas students are not allowed to engage in illegal activities in dormitories, nor are they allowed to use dormitories for religious activities.

5.Overseas students must follow the fire prevention rules in the dormitories; they must not touch the affiliated power distribution boxes and the fire fighting facilities. Inflammables and explosives are not allowed to be brought into the students’ rooms. Random installations of electric wires and facilities such as cookers and alcohol stoves are forbidden. Should there be an accident of fire because of the neglects of the rules, the student in case should be held responsible, bear all the costs of the economic losses there from and face the impending legal penalties.

6.Students must take proper cares of their personal belongings and certificates. When leaving their rooms, they must make sure that the doors are properly locked to guard against any cases of burglary.

7.Students must keep the dormitories clean and quiet, and are not allowed to make noises. Without permissions, the students are not allowed to hold parties in the dormitories. Scribbles on the walls, pet-raisings, stock-piles of personal articles in corridors, littering or parking vehicles in disorders are not allowed.

8.Students must take good cares of the public properties, save power and water. Replacements of the furniture, breaking or dismantling of the dormitory facilities are not allowed. Should there be damages to the public properties, the student in case should be held responsible and bear all the costs there from.

9.Visitors from outside must present valid certificates upon their entries into the dormitories. Residents and visitors must strictly observe the visiting rules. Supervisors are empowered to interrogate and examine any visitors who have not gone through the proper registration procedures, and those who enter into students’ rooms without permissions. Should there be such a case, supervisors will inform the security department of the University or the public security organs. Anyone who hinders supervisors from executing their duties and/or is deliberately provocative will be dealt with according to the seriousness of their behaviors.

10.Students are not allowed to put up guests for the night. Foreign guests who need to stay overnight in some circumstances have to present their valid passports and residence permits. In such cases, staff members of the dormitories will arrange separate rooms for the guests who will have to cover the expenses according to the relevant regulations.

11.          Visiting hours to students dormitories last from 8: 00 a.m. to 24:00 p. m.. After12:00 p.m., supervisors are entitled to invite visitors to leave. Receptions of visitors during class hours are not allowed.

V.Stipulations of University Cafeterias

1.All students must pay in cash or by meal cards in advance when having meals in University cafeterias. Having meals on credit is not allowed.

2.Without invitations or permissions, students are not allowed to enter into the kitchens of cafeterias.

3.Students should take good cares of the facilities and table-wares in cafeterias. Should there be damages to the facilities or tablewares, the students in case should be held responsible and bear all the costs there from.

4.Students must behave properly and gently in meals. Excessive drinking, shouting and fighting are strictly prohibited.

5.There should be mutual respects between students and canteen staff. In cases students do cherish opinions to cafeterias or the staff, these opinions must be proposed through proper ways.

6.Students are required to have meals according to prescribed periods of time.

VI.Stipulations of the Library

1.All students must present their library cards or wear school badges upon their entries into the library.

2.Student cards or library cards are only used by the holders. They are not allowed to be lent to others.

3.Proper care must be taken to books borrowed from the library. Markings, note-takings, defiles or tears of pages are not allowed. Should there be damages to the books borrowed, the students in case should bear all the costs there from.

4.Reference materials in the reading rooms cannot be taken out of the library without being registered. Violations of this rule will result in economic penalties as high as 5 times that of the prices of the original materials.

5.Students must return the books borrowed within a period of two months; those who hold the books overdue will get fined according to the relevant rules.

6.All books and literature borrowed and the library cards should be returned to the library before the students leave the University upon their graduation.

VII.Stipulations of Students Identity Cards and E-Campus Card

1.Student identity cards and E-campus cards are identities of the students of the University. They should be taken proper care of and should not be lost or lent to others in whatever cases..

2.Student identity cards are given to the fresh students upon their registration, and must be returned at the time when they graduate from the University. Student identity cards are not valid until they are registered at and stamped by the colleges or the departments concerned at the beginning of each and every semester.

3.Those students who lost their identity cards must submit written reports that are to be published in official newspaper after being approved and stamped by the colleges or the departments concerned or the graduate school. The Office of Studies will re-issue the cards and/or badges after such reports are published in the newspaper. The costs there from should be covered by the students in case according to the relevant regulations.

VIII.Regulations on Overseas Students Medicares

1. The Scholarship students enjoy a certain ratio refund per year of inpatient medical service in the campus hospital or other public hospitals.

2. Costs arising from putting in false teeth, buying glasses because of near-sightedness or nutrient tonics are not to be covered by the students themselves.

3. Overseas students should pay by themselves if medical expenses caused by any of the following circumstances: congenital disease, hereditary disease, AIDS or HIV infection, sexually transmitted diseases, nuclear radiation or nuclear pollution, pregnancy, miscarriage or delivery on the part of the Insured, infertility treatment, artificial insemination, prenatal and postnatal check, birth control, abortion, cosmetic surgery, health check (physical examination), healing, convalesce or special care and so on.

4. All the medical expenses of clinic treatments resulting from such acts as fighting, excessive drinking, etc. shall be exclusively covered by the students in case.

5. The medical insurance company can reimburse a certain percent of inpatient medical costs according to the regulations concerned.  

6. Self-supporting international students shall buy Comprehensive Medical Insurance for Foreigners when they register at the beginning of each academic year. Those who have purchased the insurance shall enjoy the medical care.

IX.Regulations on Disciplinary Punishments

Regulations of Hunan University on the Disciplinary Punishments for the Violations of the Regulations Concerned by Foreign Students and Students from Hong Kong, Macao andTaiwan

The present Regulations are formulated in line with the Regulations of the People's Republic of China on Administrative Penalties for Public Security, Provisions on Managing the Religious Activities of Aliens in the People's Republic of China, and other relevant decrees issued by the Ministry of Education of the People's Republic of China, with a view to further enhancing and perfecting the management of overseas students and students from Hong Kong, Macao and Taiwan, and promoting among these students the conscientious observation of laws and regulations.

Article 1. Violations of the present Regulations of the University by overseas students and students from Hong Kong, Macao andTaiwanshall be subject to the following punishments in consideration of the seriousness of the cases:

(1) Warning;

(2) Serious warning;

(3) Recording of demerit;

(4) Being kept in the University under surveillance;

(5) Rustication;

(6) Expulsion from the University.

Article 2. The duration of being kept in the University under surveillance shall be no longer than one year. Those who have become repentant during this period are relieved of this punishment on time; those who have performed excellently in repentance of their past misdeeds are relieved of this punishment ahead of the time; those who have made other minor mistakes in spite of certain improvements during this particular period are subject to an extended punishment of another 3 to 6 months; for those who have shown no repentance after education, the punishment is elevated to rustication or expulsion from the University. Senior students in the last semester of their studies shall in principle not be subject to the punishment of being kept in the University under surveillance. Three times of warning are considered as one serious warning, and three times of serious warning are considered as one recording of demerit. Those who have been recorded once for demerit are naturally deprived of their scholarships; and those who have been recorded twice or more for demerit are subject to rustication or expulsion from the University.

Article 3. Students who have received legal penalties from the various judicial organs concerned because of the violations of the State laws, decrees and regulations are subject to the punishments as follows in consideration of the seriousness of the cases:

(1) Those who were imposed administrative warnings or fines by the various judicial organs concerned are subject to the punishments of serious warnings or recordings of demerit in consideration of the seriousness of the cases;

(2) Those who were legally detained by the various judicial organs concerned are subject the punishments of being kept in the University under surveillance or rustication from the University;

(3) Those who were subject to criminal detentions, imprisonments and reeducations through labor are either rusticated or expelled from the University;

(4) Those who were subject to suspended executions of criminal detentions, imprisonments because of unpremeditated offenses are kept in the University under surveillance, rusticated or expelled from the University.

Article 4. Students are not allowed to take part in any forms of illegal social, political and/or religious activities. Punishments ranging from recordings of demerit to expulsions from the University are imposed to those who are engaged in any of the following activities in consideration of the seriousness of the cases:

(1) Organizations of and/or participations in unauthorized processions and/or demonstrations that are in serious violation of the Law of the People’s Republic of China on Assemblies, Processions and Demonstrations; organization and/or instigation of unrests and disturbances that impair social stabilities, normal teaching orders and/or public orders;

(2) Pastes, mails or distributions of posters, subversive leaflets that result in social chaos;

(3) Establishments of and/or participations in illegal associations, engagements in illegal activities and issuances of illegal publications;

(4) Organizations of and/or participations in unauthorized social, political and academic activities, salons and/or clubs

(5) Violations of the relevant regulations of the University on association management, unauthorized organizations of students' associations, students’ activities and/or printings of publications; organizations of illegal activities in the name of the authorized students' associations; or any other acts that are in serious violation of the related regulations and are of harmful consequences;

(6) Organizations of illegal religious or superstitious activities within the University.

Article 5. Those who are found stealing or swindling state-owned, collectively-owned and/or privately-owned properties are subject to the punishments as follows:

(1) Those who conduct such crimes that involve a total sum of less than 200 RMB Yuan are subject to serious warnings or recordings of demerit;

(2) Those who conduct such crimes that involve a total sum ranging from 200 (200 included) to 1000 (1000 included) RMB Yuan are subject to being kept in the University under surveillance;

(3) Those who conduct such crimes that involve a total sum of more than 1000 RMB Yuan are subject to rustications or expulsions form the University;

(4) Those who commit gang crimes in which the total sum of the illicit money are evenly divided among themselves are subject to the punishments one level higher than those prescribed in items 1, 2 and 3 of this article;

(5) Once confirmed by the University’s Department of Security or the Public Security Bureau, those who commit burglaries and/or thefts are subject to recordings of demerit or being kept in the University under surveillance even if no real damages were caused;

(6) Those who conduct such activities with means of seriousness and those who have been punished repeatedly but refuse to repent are subject to rustications or expulsions from the University, without consideration of how much the total sum is involved;

(7) Those who provide information and/or tools for burglaries and/or thefts as well as those who conceal or fail to report the cases to the organs concerned are subject to serious warnings, recordings of demerit or being kept in the University under surveillance in consideration of the seriousness of the cases;

(8) Those who participate in dividing and/or disposing of the booties are subject to the punishments prescribed in items 1, 2, 3 and 4 of this Article;

(9) Those who steal official seals, confidential documents and classified files are subject to being kept in the University under surveillance or other higher level punishments in consideration of the seriousness of the cases;

(10) Those who commit the misdeeds prescribed in this Article that are consequently ruled on by the public security and/or judicial organs are subject to the highest level of punishment as prescribed in Article 4 and the related items of this Article.

Article 6. Those who are involved in creating disturbances, mob fights and/or false testimonies and those who store and/or provide criminal weapons are subject to the punishments as follows:

(1) Those who create disturbances:

Those who, in defiance of laws and orders, insult others in instigating remarks and/or other means that directly result in beatings, gang fights and/or other serious conflicts are subject to warnings or serious warnings.

(2) Those who beat others:

a) Those who beat others but result in no injuries are subject to warnings or serious warnings;

b) Those who beat others and result in minor injuries are subject to recordings of demerit or being kept in the University under surveillance;

c) Those who beat others and result in major injuries are subject to rustications or expulsions from the University;

d) Those who commit vindictive attacks:

i. Recordings of demerit if no defacto injury is resulted in;

ii. Being kept in the University under surveillance or rustication if minor injuries are resulted in;

iii. Expulsions from the University if major injuries are resulted in;

e) In cases of armed strikes, those who are held responsible are subject to the most severe punishments prescribed in the previous items.

(3) Those who assemble and/or plot mob fights:

a) Warnings or serious warnings if no defacto injury is resulted in because of exhortations by others;

b) Being recorded of demerit or being kept in the University under surveillance if injuries are resulted in;

c) Rustications or expulsions from the University if serious consequences are resulted in.

(4) Those who participate in fights in public:

a) Those who help intensify or aggravate the situations without their personal involvement are subject to warnings;

b) Those who are personally involved in fights are subject to the most severe punishments prescribed in item 2 of this Article.

(5) Those who side with either one of the parties, provide false testimonies and/or engineer private settlements of the cases:

a) Those who, in the name of settling the disputes, have eventually aggravated the cases are subject to warnings or serious warnings;

b) Those whose partiality has resulted in serious consequences are subject recordings of demerit or being kept in the University under surveillance;

c) Those who provide false testimonies and throw obstacles in investigations are subject to serious warnings or recordings of demerit;

(d) Those who try to engineer private settlements of the cases are subject to serious warnings.

(6) Those who provide criminal weapons to either one of the fighting parties:

a) Those who resulted in virtually no consequences are subject to warnings or serious warnings;

b) Those who resulted in some adverse consequences are subject to serious warnings, recordings of demerit or being kept in the University under surveillance;

c) Those who resulted in disastrous consequences are subject to rustications or expulsions from the University.

(7) Those who illegally store or carry controlled knives are subject to serious warnings; those who caused serious consequences because of this are subject to punishments higher than recordings of demerit in consideration of the seriousness of the cases.

(8) Those who commit two or more than two recorded violations of the above-mentioned regulations are subject to punishments one or two levels higher than those prescribed in the above items (with the highest being expulsions from the University).

(9) Those who have been punished by public security or judicial organs are subject to the highest punishments prescribed in related items of this Article and Article 3.

(10) Property damages and medical expenses resulting from acts of beatings or mob fights are covered by those involved; in cases there are two or more than two persons are held responsible, proportions of reparations from each one are judged by the related departments of the University in consideration of the actual situations.

Article 7. Those who are involved in gambling and excessive drinking are subject to the punishments as follows:

(1) Those who are involved in gambling:

a) Those who result in minor consequences are subject serious warnings or recordings of demerit;

b) Those who result in major consequences are subject to being kept in the University under surveillance, rustications or expulsions from the University;

c) Those who provide facilities for gambling without personal involvement are subject to warnings or serious warnings;

2) Excessive drinkers are subject to:

a) Those whose gambling activities result in disturbances to others and those who are in defiance of exhortations from others are subject to warnings;

b) Those who are indulged in excessive drinking and result in disturbances to public orders are subject to warnings or serious warnings;

c) Those who are indulged in excessive drinking and result in serious consequences are subject to recordings of demerit;

d) Those who are indulged in excessive drinking and are punished by the public security or judicial organs concerned are subject to the most severe punishments prescribed in this Article and Article 4.

Article 8. Students who deliberately cause damages to public properties are subject to reparations and the punishments as follows:

(1) Those who cause damages that result in a total sum of losses of less than 200 RMB Yuan are subject to criticisms;

(2) Those who cause damages that result in total sums of losses ranging from 200 RMB Yuan ( 200 RMB Yuan included) to that within 400 RMB Yuan are subject to serious warnings or recordings of demerit;

(3) Those who cause damages that result in total sums of losses of more than 400 RMB Yuan (400RMB Yuan included) are subject to being kept in the University under surveillance;

(4) Those whose behaviors result in serious consequences are subject to rustications or expulsions from the University.

Article 9. Considering the safety of overseas students and students from Hong Kong, Macao andTaiwan, those who go swimming in rivers without permissions are subject to warnings or punishments of higher. levels.

Article 10. Those who are in violations of the Regulations of Hunan University on the Management of Overseas Students Dormitory are subject to the punishments as follows:

(1) Those who privately move to other rooms or occupy rooms without official permissions and are in defiance of exhortations are subject to warnings;

(2) Those who receive visitors from outside without fulfilling proper registration procedures are subject to verbal criticisms for the first time, written criticisms for the second time and warnings for the third time;

(3) Those who receive visitors beyond the stipulated visiting hours (8:00-24:00) and are in defiance of the exhortations from the janitors  are subject to verbal criticisms for the first time, written criticisms for the second time and warnings for the third time;

(4) Those who return to the dormitory later than the stipulated hours (24:00) are subject to verbal criticisms for the first time, written criticisms for the second time and warnings for the third time;

(5) Those who stay out for the night without permissions are subject to public criticisms for the first time, warnings for the second time and recordings of demerit for the third time;

(6) Those who fail to abide by the regulations on the uses of shared kitchens and cook in the rooms with fire or electricity are subject to written criticisms for the first time, warnings for the second time and recordings of demerit for the third time;

(7) Those who use induction cookers, electric heaters and/or other electric heating devices in the rooms are subject to public criticisms, warnings or punishments of higher levels;

(8) Those who cause fire because of using electric heating devices, unauthorized connections of electric wires and/or cigarette smokes are subject to recordings of demerit or punishments of higher levels;

(9) Those who bum waste paper, letters and/or other inflammables in the rooms and are in defiance of exhortations are subject to criticisms, warnings or punishments of higher levels in consideration of the seriousness of the cases;

(10) Those who result in disturbances to others by playing musical instruments, listening to music at very loud volumes during rest hours (from 12:30 to 13:45 at noon time and after 23:00 in evenings) and class hours and are in defiance of exhortations are subject to warnings or punishments of higher levels in consideration of the seriousness of the cases.

Article 11. Overseas students with scholarships from the Chinese government are properly accommodated in the Overseas Students' Dormitory. Under such premises, those who rent residences outside the University without official permissions are regarded as willingly giving up the designated accommodations and the funds from the University for accommodations. Therefore the University is entitled to report the cases to their respective embassies and the students themselves shall bear all the consequences thereof.

Article 12. Those whose absences from classes total up to 10 class hours or more within one given semester are subject to the punishments as follows:

(1) Those who have been absent from classes for 10 to19 class hours in one given semester are subject to warnings;

(2) Those who have been absent from classes for 20 to 29 class hours in one given semester are subject to serious warnings;

(3) Those who have been absent from classes for 30 to 39 class hours in one given semester are subject to recordings of demerit;

(4) Those who have been absent from classes for 40 to 49 class hours in one given semester are subject to being kept in the University under surveillance;

(5) Those who have been absent from classes for 50 class hours or more in one given semester are subject to rustications.

Article 13. Those who cheat in exams and check-ups are subject to rustications.

Article 14. Those who are in defiance of the regulations on asking for leaves are subject to public criticisms for the first time, warnings for the second time and recordings of demerit for the third time. Those who take the liberty to leave the University without officially asking for leaves are subject to verbal criticisms for one day, warnings for 3 days and recordings of demerit for 7 days.

Article 15. The present Regulations shall come into force as of announcement. All overseas students and students from Hong Kong, Macao andTaiwanshall earnestly abide by all the related rules of the University. Any violations of the present Regulations shall be dealt with in exact accordance with the articles thereof.

The Center of International Studies (CIS) of the University is authorized to provide the final and authentic interpretation of the present Regulations in the course of its enforcement.
